Enrolment Projections & Forcasting

Every capital decision starts with knowing who's coming through the door. K-Plan delivers detailed enrolment projections that go beyond the numbers — analyzing community demographics, residential development trends, student yield rates, and program demand across your district. Whether you're preparing a Five-Year Capital Plan submission or evaluating catchment boundaries, our projections give you the data-driven foundation to plan student spaces with confidence — for today and the decade ahead.

Long Range Facility Plans

Your Long Range Facilities Plan is the backbone of every capital funding request your district makes to the Ministry. K-Plan works alongside your team to develop a comprehensive LRFP that evaluates operating capacities, facility condition, program requirements, and projected enrolment — all aligned with your district's educational vision. The result is a clear, defensible 10-year roadmap that connects your facility needs to the capital priorities that matter most to your board and your communities.

Facility Planning Mentorship

Stepping into a facility planning role at a school district comes with a steep learning curve — capital plan submissions, capacity utilization, PIR development, Ministry processes, and community engagement all at once. K-Plan's mentorship program pairs your new facility staff with decades of hands-on K-12 capital planning experience, providing practical guidance and knowledge transfer so your team builds confidence and capability from day one. Think of it as having a trusted colleague who's been through it all before.

3 Reasons to Choose K-Plan

Value 1: A Unique Blend of Architecture and Urban Planning Expertise

Built on Architecture and Planning Expertise

K-Plan brings a rare combination of professional credentials to K-12 facility planning. With degrees in both Architecture (UBC) and Urban Planning (University of Waterloo), plus GIS certification from BCIT, Kelly brings a perspective that bridges the gap between community growth, building design, and student space needs. This isn't just number crunching — it's a full understanding of how communities develop, how buildings function, and how to plan the right facilities for the students ahead.

Value 2: Real-World Experience Leading Planning for BC’s Largest School Districts

Proven Experience Leading Planning for BC’s Largest School District

Before founding K-Plan, Kelly spent years as Planning Manager for both the Vancouver School District and the Surrey School District — two of the largest and most complex districts in British Columbia. That hands-on experience navigating capital submissions, managing shifting demographics, coordinating with municipal planners, and presenting to boards means K-Plan understands the real challenges your district faces — because we've lived them from the inside.

Value 3: “Local Knowledge” Approach that Goes Beyond the Spreadsheet

Deep local Knowledge Drives Better Projections

K-Plan doesn't rely on provincial averages or generic forecasting models. Our methodology is built on local knowledge — consulting directly with municipal planners, analyzing real estate market trends with our Colliers real estate partner, reviewing housing density zoning changes, and understanding the migration patterns unique to your communities. The result is enrolment projections and facility plans grounded in what's actually happening on the ground in your district, not just what the numbers suggest from a distance.

Meet Kelly

Founder, K-Plan Strategic Facility Planning

With over 15 years of experience in K-12 facility planning, I've dedicated my career to helping school districts across British Columbia plan the right spaces for the students of tomorrow.

My journey started with a Bachelor of Environmental Studies in Urban Planning from the University of Waterloo and a Bachelor of Architecture from UBC — a combination that gave me a deep understanding of how communities grow and how the buildings within them need to respond. I later added a GIS Certificate from BCIT, bringing spatial analysis and data mapping into my planning toolkit.

Before founding K-Plan Strategic Facility Planning, I served as Planning Manager for both the Surrey School District and the Vancouver School District — two of the largest and most complex districts in British Columbia. In those roles, I led enrolment forecasting, developed long-range facility plans, managed capital plan submissions to the Ministry, and worked directly with boards, senior leadership, municipal planners, and community stakeholders.

I founded K-Plan because I believe every district — whether large urban or small rural — deserves access to the same depth of planning expertise. My approach is hands-on and collaborative. I don't deliver a report and disappear. I work alongside your team through a structured process — from data gathering and demographic analysis through to board presentations — building capacity and transferring knowledge every step of the way.

K-Plan also brings a network of specialized partners, including real estate market analysis through Colliers International, ensuring our projections account for the housing developments and community changes that directly impact your schools.

Whether you're preparing a Five-Year Capital Plan, navigating shifting enrolment patterns, or onboarding new facility planning staff — I've been where you are, and I'm here to help.
